State Water Resource Control Board

Purpose

The State Water Resource Control Board (SWRCB) is an umbrella agency that regulates water resources in California. It is one of the sub agencies of the California Environmental Protection Agency CalEPA.
From the California SWRCB website:
“To preserve, enhance, and restore the quality of California’s water resources and drinking water for the protection of the environment, public health, and all beneficial uses, and to ensure proper water resource allocation and efficient use, for the benefit of present and future generations.”
 
The SWRCB and nine Regional Water Quality Control Boards were originally established as part of the 1949 Dickey water Pollution Control Act. Subsequent laws in 1963 and 1969 have further expanded the duties of the SWRCB and the Regional Water Quality Control Boards.

Geographic Jurisdiction

The State Water Resource Control Board has jurisdiction in the entire state of California. For some programs, authority is often delegated to the Regional Water Quality Control Boards, or the Unified Program Agencies.
