The Hazardous Waste Manifest TSDF Receipt Confirmation task is part of the Hazardous Waste compliance program on Complyrs.
Hazardous Waste Manifests are chain-of-custody documents for hazardous waste. The Treatment Site Disposal Facility (TSDF) copy is signed by the final recipient of a hazardous waste shipment. Generators should receive this copy within 30 days of shipment. Generators of hazardous waste must keep the TSDF copy on file for all hazardous waste shipments. If the generator does not receive the TSDF copy of a manifest after 35 days, they should contact the hazardous waste hauler to obtain a TSDF copy. Generators that cannot obtain a TSDF copy of a manifest will need to file an Exception Report:
A hazardous waste manifest must accompany most hazardous waste that is shipped off site. The Uniform Hazardous Waste Manifest is the shipping document that travels with hazardous waste from the point of generation, through transportation, to the final treatment, storage, and disposal facility (TSDF). Each party in the chain of shipping, including the generator, signs and keeps one of the manifest copies, creating a “cradle-to-grave” tracking of the hazardous waste. Identification (ID) numbers are needed by all parties on the manifest. Hazardous waste transporters in California must be registered with the Department of Toxic Substances Control (DTSC) -(California Department of Toxic Substance Control Website).

If a Generator has not received the TSDF copy of a waste manifest after 35 days from the date the waste was shipped, the Generator is required to contact the Transporter and the TSDF to determine the status of the waste shipment.
If after contacting the TSDF and Transporter, the Generator has not received a signed copy of the manifest, the Generator is required to file an Exception Report with the TSDF. If the Generator receives a signed copy from the DTSC, then an Exception Report is not necessary.
A Generator files an exception report after:
- 45 days for Generators >1000 kg/month
- 60 days for Generators <1000 kg/month
- 90 days for Generators that shipped by water
The Exception Report needs to include the following:
- A legible copy of the manifest
- A cover letter explaining what the Generator has done to locate the hazardous waste and the results of those efforts.
